climbing onto the top of the train and going back and getting situated for the next part of the plan.
The train crew moved the passengers from car three to the two front cars stating there had been some empty cabins and the railroad inspectors had ordered their removal untill farther inspection could show the cause of the fire. That way it put a car in between the passengers and the terrorist. They locked all of the cabin doors in the third car.
